WINE is an interface layer which attempts to re-create the Windows API on Linux. It now does this fairly well. It does not use the Windows OS, nor will it interact with an installation of Windows.
Variants of WINE include CrossOver Office and--for games--Cedega.
You can also install Windows on Linux by using a virtual machine such as VMWare.
