Maybe the owner has put restrictions on it, requiring a password to use it, there's a lot of reasons. A better way to ask your question would be to say:
I have tried to access 1.2.3.4 and my browser (tell us what browser) gives me an error about this site being restricted. What does this mean, or better yet, how can I contact the webmaster to ask for permission to view it?

Something like that. But just "Why would an IP be restricted" is not going to get you very good responses. Maybe it has a formula for producing Thomas Kemper Cream Soda, and only certain people can access it... The list goes on.

im trying to get apache working. I put in my ip address that i am at in the modzilla browser and it showed up. Then I was trying to configure my domain name from network solutions just to see if my domain name would pick up the page. but when i got to the part to enter ip address it said it was restricted. also why would i need to enter 2 ips

What IP address are you entering ? Would this be the DNS server your trying to specify that directs traffic to your actual name and not IP address of your website ? Most registrars require 2 DNS entires as most websites have two main DNS servers that will specify what your domain name translates to IP address, so if one DNS is down, there is another to tell browsers where to go to find the site.

im trying to enter the ip my computer is on to see if the page would come up when i put my domain name as the address. But when i try to change it it says restricted. But before all this i put the ip in the browser and my page came up. so where would i get this 2 dns entries?

The DNS entries you'd get from your ISP, you can also check /etc/resolv.conf if they've already been put in there.

Ok, so you've got 1 box. You have apache installed on it. You enter in the IP of the box (for example http://4.2.2.1) and it brings up your default apache page that looks something like this:
http://masterc.no-ip.org/defaults/index.html.en (only with pictures)

After that you try to put in the DNS associated with that IP (something like http://masterc.no-ip.org) but it brings up a page that says "restricted"?

are you talking about the localhost. cause i had an address of 127.0.0.0. and it worked. I was planning on using a cable modem and using no-ip to keep my ip updated. what would the dns look like if they gave it to me? If you mean for dns the domain name, I bought it from network solutions. For default they put up an under construction page. But i went in to change ip to the one i use at school and it said restricted. so do u think the school has it restricted? but like i said i had the server set up and in the browser i put the ip address 168.72.68.20 and it came up through but im trying to get the name on it. but it says ip restricted. Anyway how would i go about setting up on the server on a cable modem with no-ip?
