Why the fat32 disk can be read on ubuntu not on win7?

debian and win7 are installed on my pc.
Code:
    blkid
    /dev/sda1: UUID="AC22D61E22D5ED78" TYPE="ntfs" PARTUUID="3b2662b1-01"
    /dev/sda2: UUID="6b0677c5-02f0-42cf-930d-ab5aeb2fad31" TYPE="ext4" PARTUUID="3b2662b1-02"
    /dev/sda3: UUID="e72ce497-ef98-4fac-8bbf-5b45879d1d9f" TYPE="ext4" PARTUUID="3b2662b1-03"
    /dev/sda5: UUID="00a840c4-a290-44f8-9148-9b85d5a1a178" TYPE="swap" PARTUUID="3b2662b1-05"
    /dev/sda6: UUID="DA97-1B2D" TYPE="vfat" PARTUUID="3b2662b1-06"
    /dev/sda7: UUID="31C0-F703" TYPE="vfat" PARTUUID="3b2662b1-07"
My win7 is installed on /dev/sda1,my debian is installed on /dev/sda2.
/dev/sda7 can be read on debian, type is vfat(fat32).
When the pc booted into win7, two disk can be read: /dev/sda1(read as c: disk)and /dev/sa6 (read as d: disk) ,why /dev/sda7 can not be read?
How to fix it?

I have multiple vfat partitions on an external drive and my windows 7 reads them all. You might ask why your windows system doesn't see a windows partition with a windows filesystem on a windows forum. I don't see how you could 'fix' that from Debian.

I enter into win7 and /dev/sda7 can be read ,but when to click it ,win7 ask me to format it or files on /dev/sda7 can not be read, only disk label can be seen.
