why file permissions in /dev/ files reset to root after every reboot


I am workng on RHEL4 . I have created an user. For getting files printed on line printer I am using cat xxxx >/dev/lp0 from root account. I am changing file perms of /dev/lp0 file executable every time I restart the system to enable the users other than root for printing . Like wise for taking tar backup (/dev/st0 )on tape also. Kindly suggest some solution.

what does ls -l /dev/lp0 give ?

other than that, you can make the changing perms happen on every boot automatically by putting the command in /etc/rc.d/rc.local (or some similar file , read the readme in rc.d dir)
