Why does Flatpak seem to have more recent version than Snap

I had an issue about a year ago where I needed the latest release of Gimp, due to a bug with Pentax cameras. I could only get the latest release using flatpak.

Just curious if Snap (Ubuntu Software) is typically behind flatpak, as I see that the Ubuntu software store currently doesn't have the most recent version of Gimp but flatpak does.

Generally speaking, packages created as snaps may be done by one developer/packager and those created as flatpaks may be (and usually are) done by a different developer/packager.

There is (and never has been) any form of coordination that would ensure packages in the different forms are in sync (or even using the same software versions). It is up to the volunteer doing the packaging which package is done when and with what versions.
