Why cant i write to a mounted ide drive as user?

I have an IDE drive, /dev/hdb1, mounted at /dvd . Root can read and write fine to the drive, however user cannot. I have tried changing the permissions on the mount point, before and after mounting, changing permissions on the device, and editing its fstab entry in various ways. Nothing seems to work to give usres read and write permissions. Help is greatly appreciated. Thanks.
