Why cant I redownload linux on a emachines computer?
I had windows 7 on there and Ubuntu 10.04 and the computer ended up with about an 8th of space on it. I couldn't erase some of the programs and files because my pc kept saying that I needed a password. (I never had one)
Now that I completely erased the computer I can't download anything because the screen says that I need Nvidia boot agent 249.
You *did* have a password on Ubuntu, it's impossible to install the OS without one. I'd suggest you reinstall Ubuntu and make a note of the password when you provide it. Note that Ubuntu 12.10 is out now, so you'd probably benefit from giving yourself an upgrade too.
I don't understand how you say you "completely erased" the computer and are surprised that it doesn't boot...?? The boot error appears to be a failure to boot from the network, so it's already failed botoing local disks. as it's blank apparently.

The section in bold and underlined is the key to your problem. A computer with nothing on it cannot do anything because it needs something on it (an operating system might be handy) to even boot. Get your self a copy of whatever you want to use on another computer burn it to a cd/dvd or put it on a usb drive and then install it to your emachine.
