when is cross compiling needed?

So I have a basic understanding of cross compiling. However I keep running in to contradicting information. I have a core i3. If i want to take full advantage of the 64-bit processor and still be able to compile 32 bit, do I need to cross compile?

not for certain, but i believe you would since the default architecture you would be compiling for would be the native architecture of the system hosting the compile, which in your case would be x86_64, thus if you want to compile 32 bits you would have to 'cross compile' the program as a 32 bit program.
