It is a shell command, which starts FTP, and ftp obtains its input from a HEREIS document. A hereis document is a mechanism to give shell input from within the shell script itself. Everything between the EOF's is redirected to FTP. So, those are ftp commands.

${1} is the arg to the shell file. It should be a single file. If you want multiple files, use
mput $1
