yes

Make sure the firewall is set to accept ftp connections.
Also, I would recommend to disable anonymous FTP.
If you really need it, make sure they can't upload files.

You CAN NOT and WILL NOT login as root
Please be aware of the security risk.
Take a look at

If you don't need FTP, don't use it, disable proftpd

login as user.
