What does the startx command due?

Not sure how to explain it in any simpler terms than it already is; the command "startx" is used to...start X. You would usually only have to run startx manually if you were on a system that doesn't start up in a graphical runlevel.

That's about it... X server is what allows your computer to have a graphical desktop instead of being text-based.
