What does 'etc' mean?

Example: /etc/X11/

etc = "et cetera"

the "/etc" directory in *nix is where common config files, and similar things live.

I am sure it got its name back in the beginning of *nix time, when someone must have said something like "we need directories like usr, bin, lib, etc."

It's where your "system wide configuration settings" go to be global on your box.
