If I understand your question correctly, you should be able to run an ssh server on the system containing webmin and access that system via ssh with X forwarding. If I misunderstood your quesiton, then just ignore this post :Pengy:

Find out what port Webmin is running on, I have just read that Webmin's default port is 10000. If this is so, go into your router configuration, and set up so that the Webmin port forwards to the local IP address of the server that Webmin is running on. The from then outside, you can type your external IP address in your web browser and will be able to connect.

as lewisforlife pointed out, forwarding port 10000 on your router will get you there, however I strongly discourage this as it leaves your pc open for anyone to try and gain root access on your system. tunneling through a properly setup ssh connection and then running webmin through your browser is by far the most secure way of doing this.
