Web-server chmods

I have linux debian-server where i drive homepages, and some irssi-proxies to my friends etc. but i have a problem.

I cant find good chmod's to get folders work right.
those what is tried other users can see and edit eachothers documents.
i have made group users and putted accounts there.

i need to get it work like this.

No one cant read or modify /
No one cant read or modify /home/
users can do what ever they want in their /home/username/ -directory.
and Apache2 should work in their public_html folders.
And when they make directories default chmod is same as /home/username/

If you understood, plz help

Just make them have their directories chmod to 755, if you want them to let the world see what they have. if you put them to 700, only they can see the files, and no one else. So if you want public_html, those directories must be 755 rights. One other thing to prevent access to others files is to chroot the users when they login over FTP. Check your FTP instructions to see how to do that. Chroot makes the user able to work only in the directory and subdirectories of which you assign to them. Check it out.
