I'd assume it would be the client.

The only things that might affect a single client would be maybe a firewall issue, routing issue, some version of html issue that might affect host headers, some authentication.

1. is his computer powered on ?
2. Was he using a web browser ? Was it working ?
3. Does he has internet access to anywhere ?
4. Is your web server local to his local network ? Is the network working ?
5. Was he behind a firewall ? Should he be able to access outside of that firewall ?
6. Is there any firewall between his pc and your server ?
7. Is your web server working ? Can anyone else from the same zone of this client have access to your server ?
8. Was the web server password protected ?
9. Was he complaining about one specific web page or the whole server ?

terminal >
Code:
traceroute domain.com
or if Windows, Start > Run > cmd >
Code:
tracert domain.com
http://hidemyass.com/ to test from a browser on the client's PC.
Assumes simple www.domain.com as HMA does NOT 'do' https
