Some people sufficient editor with syntax coloring (I am using Kate). And of course Firefox (with Firebug extension) and IE (on wine or VirtualBox).

Unfortunately there are no tools that have the capabilities of the commercial software on Windows, but there are some capable editors, depending on your needs. Bluefish, Aptana, and Eclipse are pretty capable code editing environments. Theres also Kompozer, if you're looking for something simpler.
