vsftpd confuguration


I am attempting to set up an ftp server using vsftpd on Redhat 9. The access structure that i would like is to have multiple accounts that are each restricted to their own personal directory. In addition i would like to have a separate account that has read only to its own directory and another that has read/write to that same directory. Lastly I would want to have one or two accounts that have access to the entire site. I believe that this is possible with vsftpd but i am not sure exactly how to set this up. Any help would be greatly appreciated.
