VSFTP question

Is it possible to block a user so they can connect and download but not upload from a certain IP address, but the user still be able to upload from another IP?

The reason I'm asking is I have a user that is having this problem. I'm trying to figure out if it's something in the ftp server or if it's his ISP. He can connect to my server from home and download but not upload. He can connect to another ftp server from home and everything works fine. He can connect to my server from somewhere else and it works fine.

Any ideas?

You are allowing packets out through your firewall via ftp but not in.
Check your firewall rules. It is not uncommon to have unrestructed output and rely on heavily restricting the input.

There are not firewall rules blocking incoming ftp traffic. I've actually even tried setting up a rule to allow all traffic from this users home IP. This account works if he logs in from work, but not from home.

I'm really thinking it's either something in his firewall or that his ISP has done something, although I don't know why they would block his ftp upload to one server.
