The people I know with VPNs on Linux all use FreeSWAN. The advantage is that the machine at the other end can be just about any OS that supports IPSEC in IPV4.
I know that PPTP used to have problems with its security, dunno if they've fixed these know. Haven't got a clue about CIPE. SSH will only allow you to forward ports and use ssh terminal session etc, if this is all use need their its quick and easy, but isn't transparent to the user/applications.
