If you are using ubuntu you can install it from a terminal with this command
sudo apt-get install vlc
it will ask you, do you want to install this? just pres "y" and it will be installed

what is a " .tar.bz2 rpm "
it is ether a tar ball or an rpm
if you are using a rpm based distro then install with yum .

jrtayloriv suggestion is a good idea.

apt-get or yum (depending on your version of Linux (ubuntu, fedora, ...) will help you install dependencies automatically.

if you're on Fedora, you need to add the rpm-fusion repository first (Fedora does not distribute vlc because it's not totally free software (h264, etc ...)).
start here: http://rpmfusion.org/Configuration/ and install both free and nonfree repositories.

anyway, first thing is which version of Linux do you use???

If you extract a .tar.bz2 archive, there certainly could be an .rpm package inside......

I forgot to mention, to read dvds in vlc in Fedora, you want to also install libdvdcss
yum install libdvdcss
don't forget the repositories I mention above
