I would assume whatever ftp daemon you're using (proftpd? vs-ftpd? aftpd? TUX?) logs messages somewhere in /var/log/messages, and has a config file that indicates the level of logging required.

In other words, it depends on your ftp daemon.

Have you read the conf file man page?
http://vsftpd.beasts.org/vsftpd_conf.html

Looks like there are a couple of interesting log options:
dual_log_enable - /var/log/xferlog and /var/log/vsftpd.log are created
log_ftp_protocol - all FTP requests and responses are logged
xferlog_enable - enables logging in the first place
