What seems to be the problem???

And I also experienced that some of my users after downloading example 500 email msgs. Those 500 emails will be downloaded again plus the new incoming mails... What seems to be the problem?

And Also, is there any way to adjust the mailbox limit size using sendmail?

Sounds like an SELinux Type-Enforcement issue. See http://www.linuxtopia.org/online_boo...incontrol.html and surrounding sections. RHEL3 is pretty old and iirc, that's an early version of selinux which caused a few issues. You could upgrade to a current version, RHEL 5.x or (free ) CENTOS equiv.
Alternately, use those manual pages turn it off.
