Register it before updating or switch to CentOS (latest is 6.4 IIRC) if you don't want to pay Red Hat Enterprise licensing fees.

Unless you have a Red Hat subscription, you cannot update your system from the Red Hat network.

as above

If this is a desktop install of the current older RHEL5 -- RHEL5.9
there should be a handy desktop icon to register it

--- desktop license prices --
https://www.redhat.com/apps/store/desktop/

--- server license prices --
https://www.redhat.com/apps/store/server/

but unless you NEED the older rhel5 series for legacy support of old programs
it would be better to use the current RHEL 6.4

or
the FREE "CentOS 5.9" or the current "CentOS 6.4 "

In addition to all the good advice above, you don't need to mention version num when installing, just the pkg name
Code:
yum install system-config-display
