Either you will be able to supply more than one GnuPG key on the command line or you may only supply one GnuPG key, in which case you just rinse & repeat?

Importing
public keys into the RPM key ring ('rpm --import') has nothing to do with signing packages with a GnuPG key ('rpmbuild -k' or 'rpm --addsign'). I don't get the question because if you ship packages others should be able to verify then you use your personal key, if you build a repo then you use some sort of master key scenario.
