using 'at' and 'batch' command

using this command can we display messages usin a single pc or at a specified time or it should be done only in a server..??? if yes tell me the method to do in a single pc...??

I use at command thus

at 2200
>/sbin/poweroff
CTRL D

it then says job so and so scheduled .....etc

atq to query it.
