LinuxQuestions.org - Usermin permission denied

Hey, I cant get usermin to do anything unless i am logged in as root. If i am in as a different user and try to change password or access mail or sql it says " Failed to create /var/www/httpd/digi-network/.usermin : Permission denied " the only thing that does work is when i change the password but it still says permission denied and all that but then the new password is changed and i checked the user and permmissions and access and I cant figure out why this isnt working... I am using ISP4YOU and that makes my new users but i dont think thats the problem either, also I am on Red Hat 9 if anyone can help me figure this out I would be EXTREAMLY thankful, thanks (im so frustrated with this.. argh)
