I dont know but in order to delete USB ability of a PC, I would try
a) to avoid all modules at boot (blacklist) which allows the USB access
b) or disconnect any automatic USB mounting
This would be my first thought for doing it.

Why don't you just disable automount for usb drives? That wouldn't affect any other usb device and unless a user has privileges to mount drives or has a root password he has no way to use the usb drive

Prevent the usb-storage kernel module from loading (via blacklisting) or compile a custom kernel without support for USB storage. All other USB devices shourld work flawlessly.
