USB 2.0 issues

I've been having boot problems with USB 2.0 (specifically, it won't.) I've tried both Mandrake 9.1 and RHL 9. I'm a complete noob here, so I have what hopefully is a pretty basic question. How do I disable USB 2.0 loading at startup. I am perfectly content using nothing but 1.1, but I need USB support to work GRUB (no PS/2 keyboard), and if I leave USB support enabled in the BIOS Linux freezes. If I disable it, I cannot work GRUB to switch to linux. I borrowed my roomie's PS/2 keyboard for a bit to test whether disabling USB from the BIOS allows linux to load, and it does, so I figure f I can somehow disable the OS from trying to load the USB 2.0 drivers at startup then everything will work fine (a theory, yes, but I have heard of some incompatabilities with the 2.0 drivers)

Sorry for the wordiness of this post, but it's early and my brain isn't workin in top gear.
Thanks in advance for your knowledge/time.

USB 2.0 issues: 5 port PCI card

Trying to get a Belkin USB 2.0 five-port PCI card to work on my system. Here is the info:

OS: Mandrake 9.1
Kernerl: 2.4.21

output of "lspci":
02:07.0 USB Controller: NEC Corporation USB (rev 43)
02:07.1 USB Controller: NEC Corporation USB (rev 43)
02:07.2 USB Controller: NEC Corporation USB 2.0 (rev 04)

output of "lsusb":
Bus 001 Device 001: ID 0000:0000
Bus 001 Device 002: ID 04b8:010c Seiko Epson Corp. Perfection 640

output of "lsmod":
scanner 10904 0
usb-uhci 24652 0 (unused)
usbcore 72992 1 [scanner usb-uhci]

Devices plugged into the USB 1.1 ports work fine. LED on web cam plugged into 2.0 ports is off. Using the Control Center - System Config application I found this info:

USB UHCI Root Hub
module: unknown
Media class: Hub | Root Hub

Any ideas how to resolve this issue are appreciated!
