how can I upgrade it to the Kubuntu 9??

Download Kubuntu 9...burn it to a disk...boot from it....follow the instructions.
In other word: TB0ne says Ubuntu Dapper does not work to get upgrade. This word is clear from the distro documentation itself --if you read it. Dapper version gets long support but it is not intended to upgrade. You have to download, burn and use newer version to enjoy upgrade features.
