Update manager doesn't work, now I must manually run 'dpkg --configure -a' ??

Update manager doesn't work, now I must manually run 'dpkg --configure -a' ??
Well as all the updates were downloading/installing I happened to have a blackout. When I got power back and turned linux back on my update manager says this:
E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report.
Does anyone know how I would go about that, thanks help appreciated.
I got linux 3 days ago and it was the Ubuntu 8.10 and I installed it using wubi. Almost forgot about that bit.
