unable to ssh from windows xp to Ubuntu.

I intend to ssh from windows xp to Ubuntu 1.04, get connection error; connection refused.
Noted that sshd daemon not running on Ubuntu.
- tried running the command :
apt-get install openssh-server ; get following error:
package openssh-server has no installation candidate
By mistake I removed openssh-client using the command:
apt-get remove openssh-client ;
Now i cannot install openssh-client using the command:
apt-get install openssh-client ;

My main intention is to transfer a file from windows to Ubuntu.
Please help...

Did reboot, apt-get update ; failed with error:
some index files failed to download, they have been ignored, or old ones used instead.

the command:
apt-get install --reinstall openssh-server openssh-client openssh-blacklist ; failed with errors:
Package openssh-server is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or is
only available from another source
E: Package openssh-server has no installation candidate.

openssh is quite widespread package. If it is not in your repository, probably your repository description is broken. Check entries in /etc/apt/sources.list and /etc/apt/sources.list.d/* for possible errors and misspellings.

Or the repository server you are using is in some reason not available at the moment. Try use another repo location.
