Ubuntu Upgrading worries...
 
What with a newer Ubuntu version on it's way, I'm afraid I'm a bit lost;

If I upgrade to a newer version, will I have to reinstall applications/themes? What will happen to my Home file?

When you upgrade using
gksu "update-manager -c"
All will be upgraded.
Your private data in your home directory will not be touched.
Only the system will be upgraded.

Ahh, so when 9.04 comes out, my system will not require me to install items over again? *phew*

Yes, I know, it's iditoic otherwise, but I'd like to be sure...

It suggests you to upgrade but you don't necessarily have to. Ubuntu upgrade process is as seamless as it can be :-) I started with 7.04 and have upgraded through few releases without re-installing. All you desktop settings, data, themes, and applications will stay.
