12.04 was released April 2012 and so will include stable software from April 2012. There have been 3 releases since then (12.10, 13.04, and 13.10) each of which has newer software. So the easiest way to get new software in Ubuntu is to keep current with the Ubuntu releases.
Some users may choose to stick with the LTS releases rather than upgrading every 6 months to get newer software. These users, can, however, upgrade individual packages as they wish, because Linux is all about freedom.
