Turning off SELinux breaks apache?

When I turn off SELinux (either by shell command or in the config file) my websites that I host on the same server times out when accessed. When I turn SELinux back on again everything is fine.

Strange thing is that I have done this before without my websites becoming unresponsive.

How can I troubleshoot this issue?

Edit: Running CentOS 32

Read the webserver logs.
Read the SElinux logs.
Follow a webserver process with strace.
