Trying to work with apache <Files> directives


Hi all,

I've got a htaccess file set-up within a web folder of the following:-

Code:
Order Allow,Deny
Deny from all
<Files ~ ".(css|jp?g|png|gif|js)$">
   Allow from all
</Files>

<Files ~ ".(txt)$">
   Allow from 172.22.0.0/22
</Files>
What i'm trying to do here is allow specific files (txt) as allowed to be severed only to people from the 172.22.0.0/22 network, anything else shouldn't be able to see .txt files, however should be able to see the other files. Is this the correct way to go about something like this?

As its not working and people not within the 172.22.0.0/22 network are still able to access the txt files...?
