Your question is hard to read and follow..please try to write clearly.
You don't say anything about your version/distro of Linux, but why are you trying to install these things from source? Chances are, you can download and install them through the online repos, with something like "yum install perl".
The GCC and Perl are two different things. You need to install GCC first, and for that, you will NEED an older version of GCC already. Again, the online repos could do this easily. Hard to give more specific help, without having any details. Before you can compile the new Perl, you'll need GCC up and working.
