Do you have an ftp server running on the home PC? I don't think windows runs a ftp server unless you installed one.
Are you on the same LAN or are you trying to access it from the web? |
If you have control over both the machines, set up Samba on your Linux PC. That will enable you to browse to browse shared directories between the two computers.
You can also install PuTTY on the Windows machine and use PuTTY's scp function to transfer files. |
I get the feeling he is asking about like from work to home or school to home. ???

Is there a firewall at home?
Is it letting ftp or ssh through? Are you forwarding a port to the internet side of the firewall? Is it a static IP or does it change? You asking the right IP? How are you trying to access your home PC from the web? |
The Easiest way will to be use team Viewer. Install Team setup unattended access and transfer the files. Or else you can also use things like vsftpd or pureftp.

We also need to see exactly the errors you are getting. Some ISPs don't allow homeservers, at least without previous agreement.
