Basically two functions
Modifies the last access time of a file or creates an empty file
"man touch" is fully explanatory
Ciao

If you program using make, you can change the modified time of a file, and that would cause the makefile to recompile and link as if the file were actually edited. At work, I needed to touch a file, so they would be automatically sent to the database.

And if it were an usable command at school I could use it to make it look like I had finished a programming assignment on time and just claim I had forgotten to submit it. Not that I would do such a thing......
