Time Change Help


Please excuse me but I think I may need some hand holding. I have a redhat 9 webserver that is being replaced in May with the newest version of redhat. However, I would like to update the server with the new DST settings that will take place in March. Problem is that I dont have much experience with Linux at all. My company recently laid everyone off (including our Unix/linux guy) and so I dont have anyone to really bounce this off of until the new server comes in and they hire someone. I have downloaded tzdata2007a.tar but have no idea how to use zic?? Is there anyone out there who can help with this? Possibly some very detailed instructions as to where to place this tar file, unpacking it and then using zic?? Any help would greatly be appreciated!!!
