the useradd is not working


I am just a new user..so have some paitence ..

I logged in as a super user but useradd is not working
i put in prompt the command

useradd -c 'mohamed ahmed' ahmed

the answer is can not find directory
please advice how to get about this as this is my firest challenge in oss.
