Terminal opens behind other windows


Good day to you all,

I have a raspberry Pi here running Raspbian Jessie. I have found that if I have the browser open and I open a terminal window, it always opens behind the browser. Is there a way to force the terminal window to be on top?

Ok, a little extra information here, I have set up a shortcut for the terminal window and it is using that when it opens behind other things. clicking on the icon in the task bar makes it open normally, but as I am going for a keyboard only set up, life could be simpler.

what window manager are you using?
how does the shortcut open the terminal? is it a .desktop file? what are its contents?
