telnetd all network ports in use


Hy to everyone.

I've got a problem whit telnet. I have a pc running onto a bus, it has a program running that does not much. It only takes care of the tikets printet on the bus. And every 2 days when i try to connect whit telnet it says: all network ports in use, and i can't connect. I connect with root.
I have tried some netstat commands, but see nothing funny. (Not telnet attack or so going on.)
I see nothing funny in the xinetd.d/wp_telnet.conf file.

Any ideas?

sorry for my english, and sorry if this is a bad question, but i have no ideas. Many thanks to everyone for help.

The only thread I saw where someone had a solution to this was here - it may be worth checking out.
