I having problems using telnet in ubuntu. I never used it before and am not sure of the procedure or the commands involved, could someone help me? I use Ubuntu 9.04 and I have Cox ISP and they use DHCP could it be that they don't allow telnet capabilities? What can I do?

As stated 'Google' and LQ are your friend. You can do searches here on LQ.
Biggest question is what your trying to achieve. Do you want to connect from Ubuntu to another machine or the other way around?
Telnet is very insecure in this big bad world as it's not encrypted so everybody can see usernames, passwords etc. If the other side supports it, use SSH.
Telnet is still very useful for testing purposes (e.g. check if you can connect to a server on a specific port).
