What exactly are you looking for? Technical whitepaper about what subject in regards with Linux? There's a very large amount of information and documentation on Linux, so specifying what exactly you're looking for would help a lot in providing you with an answer.

The internet?

It isn't really clear whether you are looking for resources so that you can write a white paper about Linux, or whether you are looking for a white paper that someone has already written on the subject. The answers to those two would be quite different (although, I am told that this internet thingy is really quite big, and may well contain both without overflowing). And, as Eric says, in most areas there will be more and more specialised documents about particular sub-specialisms, so a lot more background would be helpful.

Linux programming and Linux system administration is IBM's starting point for learning how to develop Linux programs and administer Linux systems. Great list of Tutorials and papers to learn from the leaders in industry.
