Question tar problem "Cannot utime: Operation not Permitted'

Hi,

Can anyone help me, I'm pretty confuse with the tar installation procedure. Why is it that everytime I tried to install tar archive it always gave the error message " Cannot utime: Operation not permitted"

Up until now, I cannot install any tar packages.

Thanks in advance...
