If you archive the files with tar, then you need to use tar to read and/or uncompress them. WinRAR cannot, AFAIK, deal with tar files. If you need to be able to deal with the archives on other OS's, then use something like zip, not tar.

@riahc3: Can you tell how you solved this. This might be of interest for others that have the same issue and come to LQ for answers.
