I don't get the meaning of when you log into the server physically?
Are you trying to upload files using some client software like filezilla?

@ Deepak - Simply login and then created..not by any tool

@msrd - its enabled..
Config file
local_enable=YES
write_enable=YES
local_umask=022
dirmessage_enable=YES
xferlog_enable=YES
connect_from_port_20=YES
xferlog_file=/var/log/xferlog
xferlog_std_format=YES
ftpd_banner=Welcome to VIVEK FTP service.
chroot_list_enable=YES
chroot_list_file=/etc/vsftpd/chroot_list
listen=YES
pam_service_name=vsftpd
userlist_enable=YES
tcp_wrappers=YES

Also when i tried to use same configuration on some other linux server, it worked fine ....
I think this might be some port issue.... Please advise
