Starting programs from a website?

Would it be possible to kill programs and start programs using a website. Basically, I need to restart a program so it will use a new configuration file or at least an updated config file. Would this be possible using php? Thanks in advance.

webmin should have an interface for most services
out there, if not I believe there's a way of running
arbitrary commands via it as well ...

Cheers,
