add an AllowedUsers directive in your sshd_config and restart sshd or at a more generic level, add access definitions to /etc/security/access.conf if your system has it.

Perhaps because your 172.x.x.x boxes don't accept ssh from a box that isn't also on 172.x.x.x - a common precaution, set in /etc/ssh/sshd_config; perhaps because ssh is running on a non standard port; perhaps because the router (if the boxes are remote) blocks external stuff. perhaps because all external traffic is routed elsewhere. We don't know very much about your setup, where these boxes are, or what's in between.
