squid control

I am a teacher in a secondary school that is currently (under) using squid and talking about changing to ISA (if that isn't swearing here). I have used squid effectively with fixed IPs but am not sure if it can be used with DHCP effectively. Specificaly, is it possible with DHCP to block certain machines, rooms, students etc?
